Thorough working knowledge of the Planning Act, the Planning Statement (2024), the Greenbelt Plan (2017), the Oak Ridges Moraine Conservation Plan (20170, and other relevant legislation/ regulations/ guidelines and policy initiatives, urban planning principles and practices, and Ontario Land Tribunal processes.
Excellent interpersonal skills, teamwork abilities and a strong independent work ethic.
Demonstrated project/time management and organizational skills.
Demonstrated creative and strategic thinking, analytical, problem-solving, and research skills.
Excellent customer service, oral and written communication, and presentation skills.
Proficient in multi-tasking, setting priorities and coordinating several initiatives, projects and applications.
Computer literacy utilizing the Microsoft Office Suite (Word, Outlook, Excel, PowerPoint, Access, Outlook, SharePoint, Teams) as well as Adobe and familiarity with GIS software.
Ability to be trained in municipal website updates and the use of other software used by the Town.
Availability to attend evening or weekend meetings and events as required.
Valid Class “G” driver’s license and use of personal vehicle are essential.
Description:
Reporting to the Manager of Planning and Director of Planning Policy & Growth Management, this position provides planning expertise in all aspects of land use planning. The Intermediate Planner is responsible for providing professional advice on local, regional, and provincial planning initiatives. The Intermediate Planner is responsible for reviewing and processing large-scale and complex development applications including Official Plan Amendments, Zoning By-law Amendments, Site Plans, Draft Plan of Subdivisions, and other Planning Act applications. The Intermediate Planner may also be responsible for overseeing Town Secondary Plans and Community Design Plan Processes. This role also responds to inquiries from the development industry, landowners and the public on a broad range of planning and land use related matters.
Key responsibilities include:
Provide professional planning advice on various matters to respective Council, Senior Management, Committees, Community Staff and members of the public.
Prepare and coordinate Planning reports, memos and other related Planning materials for various planning applications and matters for Council, Committee of the Whole Council, Advisory Committees, Committee of Adjustment, Public Meetings, Open Houses and stakeholder workshops.
Review and assess various planning applications, and provide professional planning opinions to applicants, Senior Management, Council, and Committees.
This includes but is not limited to Official Plan Amendments, Zoning By-law Amendments, Site Plan Control applications, Draft Plan of Subdivision, and Consent and Minor Variance Applications, among others as assigned.
Preparation of by-laws and development agreements including subdivision agreements, site plan agreements and condominium agreements, among others.
Public Consultation, including creation and delivery of presentations for public meetings, pre-consultation meetings, open houses and workshops for various planning projects.
Acts as project manager for various Planning Act applications, providing guidance and providing support to Coucnil, Senior Management and other commenting departments and agencies.
Performs records management and fulfills notice requirements following legislative requirements.
Performs site visits within the Town related to development applications.
Attending and coordinating meetings with external agencies, stakeholders, applicants and Town staff to resolve any conflict between the Town, agencies, applicants and/or landowners.
Prepares documentation required for and attends Ontario Land Tribunal hearings and mediations.
Other administrative tasks as required and necessary to fulfill municipal requirements and the requirements of the Planning Act and/or applicable legislation.
Interacts with the Public via telephone, email and in-person enquiries, as required.
Provide coaching and mentorship to junior planning staff.
Other projects and duties as assigned by management.
