1.Post-secondary degree in Civil Engineering, Traffic Planning or related discipline as well as membership in Professional Engineers Ontario (PEO) or Ontario Professional Planners Institute (OPPI) with a strong transportation focus and progressive experience in a similar environment. A suitable combination of education and experience may be considered. Membership and participation in professional/technical associations such as Institute of Transportation Engineers (ITE) or Transportation Association of Canada (TAC) would be an asset.
2.Progressive municipal transportation engineering experience with thorough knowledge of municipal standards and specifications, policies and procedures including the Highway Traffic Act, Environmental Assessment Act and the Occupational Health and Safety Act.
3.Class G driver’s license in good standing and a reliable vehicle available for corporate business.
4.Due to the responsibilities of this position a Criminal Record & Judicial Matters Check satisfactory to the Town is required.

Knowledge/Skills Required
1.Progressively responsible experience at a senior supervisory level.
2.Experience in undertaking municipal capital projects and overseeing the construction of road works related to transportation and construction within the right-of-way, such as traffic calming, road diets, implementation of parking spaces and parking lots, cycling facilities, utility, sidewalk and street lighting installation, maintenance and repair and other related capital improvements.
3.Demonstrated experience in preparing long-term implementation plans for Master Plan infrastructure related to new roadways, bike lanes, active transportation, transit (bus and rail) and forecasting future traffic and transportation trends and needs and develop business cases accordingly.
4.Long term planning, management and coordination of right-of-way assets including street lighting, sidewalks, accessibility infrastructure, traffic signalizations and other related assets.
5.Demonstrated experience using technology and analyzing technical results associated with traffic counts, electronic speed equipment and software, safety studies, accident statistics, warrants for crossing guards, traffic lights and for all-way stop controls, etc., including related legislation, guidelines and engineering standards.
6.Strong customer service orientation, interpersonal, consultative, collaborative, project management, problem-solving, conceptual, research, analytical and presentation skills.
7.Excellent verbal and written communication skills. Experience writing reports and delivering presentations for the Committee of the Whole, Council and Senior Management.
8.Demonstrated ability to lead public input and community engagement sessions with the effect of evaluating the need for new policies, standards and guidelines, and lead their development and implementation.
9.Independent judgement and discretion is required to perform tasks.
10.Thorough knowledge of budget preparation and management.
11.Proficient in the use of MS Office (e.g. Word, Excel, PowerPoint and Outlook).
12.Knowledge of applicable legislation, bylaws, legal proceedings and the ability to interpret legislation such as Accessibility for Ontarians with Disabilities Act (AODA), Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Occupational Health and Safety Act and the Employment Standards Act.

Under the direction of the Director, Public Works Services, the Manager, Transportation & Right of Way is responsible for the management and implementation of the work and the achievement of the objectives within Transportation Services and Right of Way management of the Public Works Services Department. This position leads staff and key initiatives to achieve strategic planning, master plans, transportation, parking and traffic safety objectives, development of multi-modal transportation systems, related capital delivery, development application review and, the permitting, inspection and coordination work performed in the Town’s right of ways, and the crossing guard program. This position is also responsible for the implementation of Council initiatives such as the Town’s Active Transportation Plan.
Hours per week:
Rate of Pay: $122,796 - $153,495
