WHAT WE'RE LOOKING FOR
• Successful completion of a Community College Diploma or approved equivalent combination of education and experience.
• Minimum of three (3) years of directly related experience in a human or social services environment involving client impacting decision making, risk assessment, and professional judgment in case based or service delivery contexts (including complex or escalated matters), and a minimum of one (1) year of direct supervisory experience.
• Demonstrated experience in financial eligibility decision-making, including overpayment identification, cost recovery, collections, or related financial compliance activities.
• Satisfactory Police Criminal Background Check.
• Demonstrated knowledge of relevant Standards, Acts and Regulations, applicable legislation, industry standards, and current practices.
• Ability to demonstrate the Region's leadership and core competencies.
• Knowledge of community resources, including health, counselling and employment programs and services.
• Sound knowledge of the Department’s program delivery operations, programs and services, the community served and client social issues.
• Demonstrated report writing, analytical and project management skills to meet program objectives and work to tight deadlines.
• Demonstrated ability to plan, coordinate, implement and evaluate programs and services in assigned program area, and to develop and implement change management plans.
• Staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
• Excellent interpersonal skills and ability to connect with a range of internal and external partners while focusing on fostering collaborative work relationships.
• Strong communication, influencing and presentation skills with a strong customer focus.
• Strong leadership to proactively engage in accessibility, diversity, equity and inclusion initiatives, committing to and taking action to contribute to a more accessible, diverse, equitable and inclusive workplace.
• Intermediate skills in virtual platforms and MS Office Suite.
• Ability to travel to off site locations in a timely and efficient manner, as required.
• Ability to work outside regular business hours, as required.

ABOUT THE ROLE
Reporting to the Manager, Social Assistance, is responsible for coordinating, delivering and administering person-centred Ontario Works (OW) Programs and regionally funded programs; supervising staff in determining applicant eligibility and providing integrated financial and wrap around case management services; supervising staff working with service providers ensuring compliance with Ontario Works legislation and policy directives; analyzing, identifying, developing and implementing initiatives to continually improve the effectiveness and efficiency of the OW Program in the provision of wrap around case management, with a long term perspective in addressing customer's needs; and ensuring responsive service delivery in a risk based, empathetic person-centred and collaborative manner.
WHAT YOU'LL BE DOING
• Oversees staff in determining applicant eligibility, case planning, financial and employment case management, investigations and reporting activities.
• Interprets Ontario Works legislation and policy directives to ensure service delivery standards are adhered to and are responsive to customer needs while maintaining cost effectiveness and fiscal responsibility.
• Reviews legislation and Provincial directives and provides input into new internal policies and procedures; assists and/or develops standard practices for the Branch in order to maintain program integrity and consistency.
• Reviews and responds to internal review requests; reviews and approves case plans, non-compliance recommendations, and referrals for fraud investigations.
• Leads staff in the provision of intensive wrap around case management and providing guidance to staff and ensuring service integrity.
• Leads the development of OW marketing strategies and regionally funded training programs.
• Oversees the disbursement of allowances and benefits to customers and vendors, the recovery of overpayments, court-ordered support and other assignments resulting from various financial supports.
• Oversees the strategic and operational planning and the development of the communication strategies and annual business plan, including resources allocation, and monitors the action plan for achieving results.
